If you are new to the online registration:

Click "Sign-In" button on the top right then click on "Create a New Account" and follow the instructions.

If you already created an account and forgot your password:

Click "Sign-In" button on the top right, you do not need to create a new account.
On the next page, click on "Forgot Your Password?"
Type in your email address
A temporary password will be sent to your email; use it to login.
There will be a 'password tab', enter temporary password and change/confirm to new password.
