Cascade Charter Township
Downtown Development Authority Board of Directors
Regular Meeting
September 17, 2002
DDA Members Present: Clay, Clark, Julien, Johnson, Kingsland and
Wallace.
DDA Members Absent: Biermacher (with notice) and James.
Others Present: Jay Cravens, Township Manager and Robert Beahan
Planning Commission member.
ARTICLE 1. Call the Meeting to Order
Chairman Wallace called the meeting to order at 7:09 p.m.
ARTICLE 2. Approval of the Agenda
Supervisor Julien made a motion to approve the agenda submitted by
staff. Member Clark seconded the motion. The motion passed
unanimously.
ARTICLE 3. Approval of the Minutes of May 21, 2002
Member Clark made a motion to approve the minutes of the May 21,
2002 meeting, as submitted by staff. Supervisor Julien seconded the
motion. The motion passed unanimously.
ARTICLE 4. Discussion of Possible 2003 DDA Funded Projects
Sidewalk to Tassell Park
Sidewalk to 6275 –28th Street
Manager Cravens outlined the two sidewalk projects to the DDA
Board. The sidewalk to Tassell Park is being proposed to connect the
sidewalk and pathway along Cascade Road to the new park. According to
estimates by Fishbeck, Thompson, Carr & Huber (FTC&H) the proposed
sidewalk would cost $33,961.
The second sidewalk would extend from the Fifth Third Bank located
at 6485 -28th Street down to the shopping center at 6275 -28th Street.
With this project completed, sidewalk will extend along the north side
of 28th Street all the way to Cascade Road. This project would allow
new residents in the Caravelle Village Townhomes the ability to walk
and shop in the village area of the township without the need of an
automobile. According to estimates by Fishbeck, Thompson, Carr & Huber
(FTC&H) the proposed sidewalk would cost $37,774.
Member Johnson stated that she was in favor of the sidewalk
extensions. Member Clark also stated that he was in favor of the
connections. He also asked about the condemnation case the Township
had regarding the Westdale property, where the turnaround is located
on 28th Street. Manager Cravens said he would have a report available
at the November 19, 2002 meeting.
On a motion by Supervisor Julien and seconded by Member Johnson the
DDA Board recommended that the Township Board go forward with these
sidewalk extensions in 2003 with the stipulation that the DDA
Construction Fund cost be limited to $62,000.
ARTICLE 5. Appoint DDA Member to Sidewalk Plan Committee
Member Clark and Chairman Wallace volunteered to become members of
the Sidewalk Plan Committee. This Committee will comprise of Planning
Commission members, Zoning Board of Appeals members and Township Board
members with the purpose of developing township policies regarding the
construction of sidewalks in the community. Supervisor Julien
expressed his opinion that sidewalk in the business areas may be
appropriate, but he did not feel they were necessary in large
single-family residential developments. Planning Commission Member
Beahan explained the Planning Commission’s experiences, including a
recent site plan review process that was conducted on the proposed
Betten Motors car dealership development.
ARTICLE 6. Any Other Business
Supervisor Julien said he was having difficulty filling the vacancy
and would welcome suggestions from the DDA Board of Directors. Manager
Cravens said he would check to see if Joanne Noto would be interested
in being a DDA board member.
ARTICLE 7. Adjournment
On a motion by Supervisor Julien and seconded by Member Clark the
meeting was adjourned at 7:53 p.m.
